Who publishes this

A reference built from documents, not a developer's site

gulfplan.org explains off-plan property in Dubai and Abu Dhabi from documents: registered sales, the law and the regulators' own pages.

No developer owns or edits it, and nothing on it is a listing or an offer. It sets out what a project, a district or a purchase actually involves, and names the document behind each figure beside the figure.

The price table, and how it is made

  • What it isA reference on off-plan property in Dubai and Abu Dhabi: districts, developers, guides, a cost calculator and registered prices.
  • What it is notA developer's site, a listings portal or an agency brochure.
  • LanguagesEnglish, with Russian and German versions of the guides and the price table.

Method

How a figure gets onto a page

Every number carries a mark: where it comes from and the date it was checked.

Prices are Dubai Land Department transactions — what was paid, not what was asked — rebuilt from each new snapshot, as medians and quartiles rather than averages. Drive times are computed on the OpenStreetMap road network, not copied from marketing. Fees and rules are quoted from the law, the regulator or the land department, by article. Where no document exists, the page prints a dash and says what is missing.
