Nakheel as a developer: record and projects
Nakheel, part of Dubai Holding since 2024: master developer of Palm Jumeirah, Palm Jebel Ali and Dubai Islands, with handovers under way at Jebel Ali Village.

The company
Ordered into Dubai Holding in March 2024
Nakheel joined Dubai Holding by order of the Ruler of Dubai, not by a transaction — a strong fact, and a narrower one than it is usually made to sound.
The order incorporated this company and Meydan into Dubai Holding under Sheikh Ahmed bin Saeed Al Maktoum and dissolved the boards of both. It does not say that the company ceased to exist, and its own site still signs itself as a separate legal person, so no conclusion is drawn here beyond the order itself. State-owned developer is not a phrase from any of the source documents.
There is no running total to quote. Where another developer publishes one, this one publishes single figures for single communities — most recently 892Nakheel homes at Jebel Ali Village from 17 August 2026, with the population put at about 5,500Nakheel.
- FoundedNo citable year
Neither the company nor the government gives one, and third-party directories give three different years.
- 16 March 2024Ordered into Dubai Holding
The Ruler of Dubai directed that Nakheel and Meydan be incorporated into Dubai Holding under Sheikh Ahmed bin Saeed Al Maktoum, and the boards of both companies were dissolved. Dubai Media Office, that day.
- 17 August 2026Handover begins at Jebel Ali Village
892Nakheel homes, with the community's population put at about 5,500Nakheel by the company.
- NowMaster developer of Palm Jumeirah, Palm Jebel Ali, Dubai Islands, The World, District One and Meydan
On the company's own catalogue, which is a list of what it calls its own rather than an entry in a register.
- —Delivery record: single communities only
There is no total of homes handed over anywhere, from the company or from the Land Department — only single figures for single communities, which do not add up to a record.
Master developer
Master developer of the Palms and Dubai Islands
Nakheel plans and services each of its islands as a whole, so the island's roads, beaches and schedule all rest on one company.
On Palm Jebel Ali this company is the master developer, and the same is true of Palm Jumeirah, The World and Dubai Islands on its own catalogue. One company therefore answers for the fronds, the roads, the beaches and the schedule between them, which concentrates the risk rather than removing it.
That concentration is why the progress percentages it publishes for the island matter more than they would elsewhere, and why the regulator's inspection printed beside its own is worth reading before the renderings.

Communities
Palm Jebel Ali, with the regulator's inspection
Palm Jebel Ali: its master plan was approved by the Ruler of Dubai in May 2023, and Nakheel's progress figures can be read against the regulator's own inspection.
- Dubai
Nakheel's new palm island, twice the size of Palm Jumeirah: Beach and Coral Collection villas, the approved master plan, and how far construction has got.

Not published
No delivery total and no founding year
Nakheel publishes no running total of homes handed over, and no source gives a reliable founding year.
The first is the delivery record. No cumulative count of homes handed over exists, and the company's handover page is a list of names without dates or numbers, so there is nothing to weigh against another developer.
The second is the founding year. It is not on the company's site, not in a government release, and the directories give three different answers, so a page that names one has simply picked it.
- Delivery record—
no running count of homes handed over is published, and its handover page lists community names with no dates and no numbers
- Founding year—
not on its site or in any government release, and directories give three different years
- What the company legally is now—
the 2024 order does not say whether the company survives as a separate legal person, though its own site still signs as one
- Delay statistics—
published by no one, the Land Department included
- Superlatives—
world-leading is the company's word for itself, with no independent source
