Built around Burj Khalifa and Dubai Mall
Emaar's district between Sheikh Zayed Road and Financial Centre Road: the Opera District, Burj Plaza and Sheikh Mohammed bin Rashid Boulevard around a lake, with a Red Line metro station.
The metro station is Burj Khalifa/Dubai Mall on the Red Line, opened in early 2010. It carried 10,577,000Media Office passengers in 2024, by the Roads and Transport Authority. On 15 January 2026 the authority and Emaar agreed to enlarge it from 6,700 m²Media Office to 8,500 m²Media Office, for up to 220,000Media Office passengers a day; no completion date has been published.
The Land Department does not use the name Downtown Dubai. It files the district as Burj Khalifa, and that area holds towers by developers other than Emaar. In 2022 it was the fourth area of Dubai by transactions, with 6,955Media Office.

What buyers paid for finished and off-plan flats
Registered sales this year put off-plan flats above finished ones per square metre, because they price towers not yet built; Emaar's own starting prices belong to single towers and change with each launch.
The off-plan median is the higher one because it prices towers that do not stand yet, not because the same flat costs more on paper. Finished and off-plan flats are two markets in one district.

By the Land Department's records of 12 September 2026, 7DLD projects in its Burj Khalifa area were under way and 3DLD pending; those records hold only projects dated 2026, so a finished tower missing from them still exists.
